Asmaa Albaroudi is a health services researcher with gerontology training and over a decade experience conducting mixed-methods research to inform health policy and care delivery. Her expertise focuses on Medicaid long-term services and supports, home and community-based services (HCBS) authorities and delivery, individuals with disabilities, and dually eligible individuals.

Throughout her career, Albaroudi has provided research and analysis on federal and state policy, technical assistance, and program evaluation. Albaroudi’s work at Mathematica spans designing and implementing qualitative and quantitative research, including development of interview guides, leading stakeholder interviews, analyzing data, and translating findings into deliverables. Since joining Mathematica, she has worked on a range of projects in Medicaid HCBS, state efforts to comply with Olmstead-related consent decrees, integrating care for dually eligible individuals, serves as task lead assessing the availability of behavioral health services for adults age 65 and older, and evaluation of the Money Follows the Person Demonstration.

Before joining Mathematica, Albaroudi was a senior analyst at the Medicaid and CHIP Payment and Access Commission leading their HCBS portfolio. She also was a Health and Aging Policy Fellow on the Energy and Commerce Committee, and spent five years at the National Program of All-Inclusive Care for the Elderly (PACE) Association leading a range of projects examining the role of options counselors, assessing workforce needs, designing pilots, increasing access to PACE services for Medicare-only beneficiaries, and integrating behavioral health care in PACE. Albaroudi holds a Ph.D. in Health Services Research from the University of Maryland-College Park, and a M.S. in Gerontology from the University of Southern California.
